Some frost on the outdoor coil during cold weather is normal, and the defrost cycle is designed to clear it. Ice that builds up and stays is not normal and usually points to a defrost control problem, a refrigerant issue or airflow restriction. Ice formation on the outdoor unit is one of the heat pump problems we are called out for most often.
The reversing valve is the component that switches the refrigerant flow so the same system can either heat or cool. When it sticks, the heat pump can get stuck in one mode, which typically shows up as a system that will cool but not heat, or the reverse. It is a heat pump specific part, and diagnosing it correctly takes a technician who works on these systems regularly.
